Engaging, Motivating and Providing Options within Recovery for Veterans (EMPOWR)
The Engaging, Motivating and Providing Options Within Recovery (EMPOWR) Project is a local Recovery Oriented System of Care dedicated to providing integrated evidence-based substance abuse treatment, transitional housing, and supportive services with a focus on homeless veterans with substance abuse/co-occurring disorders in Tucson, AZ.
Funding: SAMHSA grant supports the project; Old Pueblo Community Services contract to CABHP for training/technical assistance & evaluation services.

Program Description: CABHP is conducting a program evaluation of the Engaging, Motivating, and Providing Options for Recovery for Veterans project that Old Pueblo Community Services (OPCS) is implementing with a 5-year SAMHSA (Treatment for Homeless) grant. The project’s goal is to expand services to improve the quality of life for homeless veterans in Tucson, Arizona. Through the EMPOWR program, OPCS provides services and/or linkages to service providers for eligible veterans in the following areas: housing, substance abuse treatment, behavioral health, and primary care health services. Under contract to Old Pueblo, CABHP is conducting an evaluation of the program and providing training to service providers.
CABHP's Role: To provide training/technical assistance & evaluation services.
